i have always wondered who these 3 are. Does anyone have any ideas? My favourite xmas song i think - brass, bit of christmas and peace on earth- a winning recipe!

It is not Luzar, it is the Tsar.
And the line IMHO means that the russian president and Jimmy Carter (US-president at the years the song was written) do'nt care about the wars in teh world.

It is not Luzar, it is the Tsar, and Jim ist Jimmy Carter.

Chronology is a little bit weird in this song, but that doesn't matter for the intent.
