It is not Luzar, it is the Tsar. And the line IMHO means that the russian president and Jimmy Carter (US-president at the years the song was written) do'nt care about the wars in teh world. |

It is not Luzar, it is the Tsar, and Jim ist Jimmy Carter.
Chronology is a little bit weird in this song, but that doesn't matter for the intent.
